W. Lazone Grays is President/CEO of IBSA, Inc., a nonprofit organization that focus its efforts on providing comprehensive employment and training programs, youth development strategies and entrepreneurship development and advocacy. Described as a “policy engineer” by the African American activist community, Grays started IBSA, when he personally experienced the struggles of finding employment upon graduating from Washburn University.
In 2003, he successfully advocated for tax-equity disbursement of a sales-tax initiative in Topeka, Kansas that ensure 10% of its proceeds would be dedicated to the economic development of minority and women-owned businesses. Earlier, he was instrumental in getting the first female Mayor to create a summer youth employment program whereas local city tax dollars are used to pay wages to youth ages 14-15. They work in gov't departments and for local nonprofit agencies; many of which is their first real job where they learn the principles of work and work ethic.
A short list of accomplishments include:

§ Presidential Whitehouse Citation for Community Service (1999)
§ Kansas Minority Business Advocate (1998 & 2002)
§ Dr. Martin Luther King Living the Dream Award for Community Service, Topeka, KS
§ Recognized by the State of Missouri and Governor Mel Carnahan for Innovations in Workforce Development (2000)
§ Ghandi-King ‘Community Hero Award, Kansas City, KS
Because of his efforts in Kansas, hundreds of entrepreneurs have been provided access to resources that include training, mentors, incubators, micro-loans and scholarships than had never been made available before.
